Stamp fulfillment has mulitple meanings.

1 - Ordering bulk mail with stamps printed onto the mail using high speed printers. This is done of a machine that will not only print the stamp, but it also does the addressing. So, in a single pass the stamp is printed and the sending address is printed. Mailing inserts will be automatically inserted during the next step of the process.

2 - Having Live Stamps affixed to each piece of bulk mail. A real looking stamp dramatically increases the rate of opened mail as a live stamp is viewed as more trusting. This is often called Live Postage.
